This study reveals that domiciliation is key to mobilizing capital flows in Africa. It outlines the potential of investment vehicle (IV) domiciliation in African jurisdictions to mobilize and diversify investment capital for growth-oriented MSMEs; Examines why and how investors choose fund domiciliation jurisdictions and what Africa needs to do to become a preferred destination; and Maps a path toward increasing the domiciliation of IVs in Africa. With a focus on 13 African jurisdictions, the report introduces the Fund Domiciliation Maturity Diagnostic Tool (FDMDT), a game-changer for evaluating the readiness of African countries to attract IVs. The study was commissioned by the Mastercard Foundation and conducted by a team of experts from across Africa and the globe, including Momentus Global, Samawati Capital Partners, and Stafford Law, with support from Mennonite Economic Development Associates (MEDA).
